When second-hand machinery and equipment are exported to Vietnam, it is necessary to prepare relevant materials in accordance with the regulations of the Vietnamese government in addition to the conventional materials for the export of second-hand equipment. According to Vietnamese government decision No.18/2019/QD-TTG, it is prohibited to import second-hand machinery, equipment and production line technology with a technical service life of 10 years or more, which took effect on June 15, 2019. This decision replaces CircularNo. 23/2015/TT-BKHCN issued by the Ministry of Science and Technology of Vietnam in 2015, which aims to prohibit local enterprises in Vietnam from using outdated, inferior, polluting and unsafe second-hand machinery, equipment and production line technologies.
Imported machines must comply with Vietnam's national technical regulations (QCVN) or Vietnam's standards (TCVN) or the national safety, energy saving and environmental protection standards of the Group of Seven;
The production capacity of imported machines should not be less than 85% of the original design, and the increase in energy consumption should not exceed 15% of the original design;
The technology used must have been used by more than three production lines in member countries of the Organization for Economic Cooperation and Development (OECD);
Old, poor quality and environmentally damaging machines are not allowed to be imported.
Enterprises that need to import used machines must prepare the following documents:
Copy of business registration certificate;
Inspection certificate;
The factory certificate issued by the equipment manufacturer in the factory year.
Enterprises should note that only when all import documents are complete, valid and meet the requirements can they apply for customs clearance.
